It is a generally silver board with essentially black paint over it. When you se a tool to scratch thee black off the silver underneath shows. You can get varying degrees of dark silver to light silver by scratching off more or less of the "paint". It is very difficult and takes a ton of skill/practice to do. Even more so in a cplicated peice like this You cant erase at all and the "texture" of scratching is different then say sketching
Its basically a piece of silver(or other colored paper, usually silver) covered in a layer of black that comes off when you scratch it, showing the color under it. they have special knives and stuff to do it. When I was little I would color a paper with markers and scribble over the whole thing with a black crayon to make a scratch board ^^
